fix(ci): exclude all .env* files from rsync delete

- GitHub: CI on ubuntu-latest (no more self-hosted)
- GitHub: add sync-gitea.yml for auto-deploy trigger
- Gitea: add deploy.yml with robust health check
- Remove disabled deploy.yml.disabled
